The Government has introduced the Resource Management (Enabling Housing Supply and Other Matters) Amendment Bill. It is currently before the Environment Select Committee and submissions were due by 16 November 2021. The Bill is expected to be passed by the end of this year.

The Bill proposes to amend the Resource Management Act 1991 to enable greater supply of housing in urban areas. It seeks to address issues relating to housing affordability and choice by bringing forward the implementation of intensification policies contained in the National Policy Statement on Urban Development 2020.

You can now view the Resource Management (Enabling Housing Supply and Other Matters) Amendment Bill on Westlaw New Zealand. In anticipation of the Bill coming into force, the commentary on Resource Management and in Salmon Environmental Law will be reviewed to encompass any necessary revisions or additions.
